Ok Chris, then if you try your script with a non existent user, you should
get something like:
PHP Warning:  pg_pconnect() unable to connect to PostgreSQL server: FATAL:
 user "foo" does not exist
If not, then pear and/or its pgsql backend are broken, or postgres itself
is not running.
If you need more help, you should give more details, like which os and
which php/pear, at least.
