Thanks guys. Looking into my config.php showd the stringd to be a string of
garbage. I edited them to the correct path and it fired right up. Thanks
again.

Check that the data dir isn't inheriting some security settings from the SM
folder. I have Everone set to List,Read,Write, and the IIS set to the full
set of privileges for that folder.

Here are my config.php lines there:

$data_dir                 = SM_PATH . 'data/';
$attachment_dir           = SM_PATH . 'data/attachments/';

as I recall you can do the second line as:

$data_dir                 = SM_PATH . 'data/';
$attachment_dir           = $data_dir . '/attachments/';
