Anyone?  Digging around, I've found that if I wipe the user's entries in
the userpref table, I get the rest of the options back.  Simply accessing
the display options and saving it is enough to trigger the behaviour.

Can anyone give me a brief overview of how options.php builds it's list of
plugin prefs to display?
