1. spamcop plugin is not for filtering spammers. It is for reporting them.

2. if you want to filter spammer by spamcop reports, use filters plugin
and enable SpamCop RBL blocklist.

Please note, that you need to configure this plugin in order to be able to
use it correctly. Without NextHop option plugin might test complete
different IP addresses.

4. It is better to filter spammers at SMTP level (RBL) or during delivery
stage (SpamAssassin, TMDA).

5. You can filter only bulk mailers by email address. If you start
filtering every spam that you get, you will filter innocent people.
