It wound up not being that bug (I found those as well) but that somewhere,
down the line, there was an .htaccess overriding it.
Elsewhere (from someone encountering the same errors with drupal,
actually) someone had me try adding this to the Directory directive in
httpd.conf for squirrelmail:
# Overload PHP variables:
<IfModule mod_php4.c>
php_value session.save_handler files
php_value session.auto_start true
</IfModule>
That seems to have fixed it.
