I think uw-imap does not have such thing. If there is a limit, it is set
in config of inetd or xinetd or any other superserver that you are using.
Check server logs. Compare home directories of "bad" and "good" users.
Check permisions, directory structure, file ownership, mailbox sizes and
user quotas.
