No. SquirrelMail has no control over message delivery since it is just an IMAP client. This is a configuration setting for your mail delivery agent. Please figure out what that is and ask the question in the appropriate forum. If you have default Postfix, you are probably running its local delivery agent, in which case you should ask around the postfix forum (or do some research on your own first). Hint: look for home_mailbox and/or mail_spool_directory, which are both in main.cf. Read up on the Postfix docs and your problems are solved.

    Depends on what kind of delivery agent you're using for Postfix. You
    included no details about your system, so I'm not going to go guessing,
    especially since this is a question for the Postfix mailing list, not
    the SquirrelMail one.

    Note that you might also consider IMAP-based quota systems such as the
    very nice one implemented by the combination of Courier Maildrop/IMAP.
    This works especially nicely if you have virtual users, although it
    sounds like your users are all local.
