I tried using the Filters 0.8.3 plugin to sort incoming email from this
list into its own folder named SquirrelMail. But what ends up happening
is that _all_ email gets put into the INBOX.SquirrelMail folder.

Did you download it from the SM web site? Or are you using the one from the original main SM tarball? The former should be out of date. Don't use anything other than what came with SquirrelMail

Filter setup:

Match: To
Contains: squirrelmail-users
Move to: INBOX.SquirrelMail

Any suggestions on what may be happening here or if there's another plugin
that would do this? Note: I don't need SPAM filtering (I'll let the mail
server do that on its own), I just want to sort emails into folders based
on simple rules.

My setup:

filters/setup.php has $AllowSpamFilters = false (don't need it)
SM 1.4.3a
PHP 4.3.7 (ISAPI module)
WinXP Pro + all updates
IIS
hMailServer 3.2

Beside the above, I can only gues that hMailServer is not configured correctly in SM config.php file.
