again, you are asking the wrong people. please ask in a vpopmail or maildrop forum (search their mailing lists first). this has nothing to do with SM. FWIW, however, when you talk about "controlling" domains and users, what does that have to do with filter scripts? maildrop provides a global filter called maildroprc, and each user typically has their own script (optional) called .mailfilter in their home directory (specified per your server setup)

you need to have a better understanding of the above questions before you launch into this, but the gist of it is that the server side filters plugin allows users to modify their own .mailfilter files
