No, the problem here seems to be always, regardless of the sender client. 
I don't even use Outlook.  The attachemnts on the email are not corrupted
at all.  They can be seen fine (and inline) with Netscape 4.x and Netscape
7 for example.  Also, if I select the option to 'download' the attachment
instead of cliking on it's file name, selecting either save or open
provides a good attachment.

Again, it's when clicking on the filename that it gives you a corrupted
one, and provided that it's an inline attachment.   I tried with an excel
spreadsheet, and when clicking on it's name it prompted for open/save, and
it was decoded correctly.
