A possible solution was suggested by way of modifying the httpd.conf file (a prior 
post relating to a PHP bug at:

     php_flag session.save_handler files
  </Directory>

The proposed solution changes the error but does not fix it. The login screen no 
longer gives an error code but it does not log the user in.
