If 'accent' means symbol with grave or acute or other mark like à or Ã,
can you check what symbol is sent in outlook express pop session.

If accent is added to latin letter, this letter can be sent in many
different forms. For example à can be hex symbol E1 or it can be two hex
symbols 00E1.
