Almost every web page where you have to login uses cookies, so pointing it out is kind of overkill. If you still want to add the text yourself, try the Login Notes plugin <http://www.squirrelmail.org/plugin_view.php?id=217>. If you're not the administrator, you're barking up the wrong tree.
