One possible suspect:
http://www.php.net/features.safe-mode
http://www.squirrelmail.org/wiki/en_US/SafeMode

Second suspect:
chroot, but then error message should be "not found" and not "permission
denied"

Other suspects might be in your email server's configuration that
prohibits sending email by webserver's user.
