[SM-USERS] Warning: fsockopen(): unable to connect to 127.0.0.l:143

I am using Freebsd 4.10stable, postfix 2.1.5 with SASL and TLS,  
procmail version 3.22 and binc IMAP 1.2.8 binc uses Maildir style mail 
have done a complete reinstall of sqm to try and get the 
serversideplugin plugin to work.  I had sqm working fine other than the 
mentioned plungin but upon reinstall i have these errors and cannot login. 

please help
