You don't have to setup the PTR records, they are often not controllable
by most people, and are left in the hands of the providers.  If the
provider decides to set them, it quite often takes some convincing to
adjust them to suite you.  MX records are certainly suggested, but I don't
think absolutely required.  Most mail services fail back to attempting A
records anyway, but there are times when you don't want to have a domain
with mail services.
