It'd be difficult.  To do so your web server would have to have read and
write permissions inside the users home directory.  While you could
probably limit it to just a single directory inside the users' home, it'd
still require you to leave it open enough for a web application to get
inside.  The other method is to somehow write a custom preference handler
that runs setuid as the user that is logged in, and then does the writing.
 While that is also possible, I believe some PHP installs don't have the
setuid options available if installed in a certain method, which is
default in most cases I believe.  I'd need to do a little more research.
