Looking at the .spec file
(http://cvs.fedora.redhat.com/viewcvs/rpms/squirrelmail/FC-3/squirrelmail.spec)
 it should be marked %config(noreplace).  In fact all the *.php files in
/etc/squirrelmail/ are.
