If you have ee_ET.ISO8859-15 locale, you don't have to change functions/i18n.php. System locale with different charset can't be used in 1.4.4. If you change charset in functions/i18n.php, you must also change charset that is used in help files and squirrelmail.po file. Estonian translation is very close to being removed from SquirrelMail stable. It contains only 52% translated strings.
