SquirrelMail uses web server libraries to set correct time offset. It
should work correctly in GNU C systems that have correct zoneinfo
libraries.
Attached script should output gmt time, server's time and time in all
Brazilian time zones.
What OS you are using?
If you use only server's timezone, set time zone to 'Same as server' in
Options -> Personal Information -> Your current time zone.
