No. It only shows that only www user can read/write to data directory.
Permissions are not correct for php safe_mode=on setup. They are not
correct, if your webserver runs not on 'www' user.

I am asking for the third time. What are your PHP Safe mode settings and
webserver user?

If you are running RedHat Server, Centos4 or Fedora Core 3 or newer, you
haven't provided enough information. If SELinux is enabled - disable it or
recheck selinux policies.
