Create it. First configuration line can be found in UW documentation, imaprc.txt file. Near lines 71-72. It must be written without double quotes. Second configuration line is 'set disable-plaintext nil' without single quotes. You need line feed (new line) after 'nil' If you are planning to use UW and limit privileges of email user accounts, check http://www.washington.edu/imap/IMAP-FAQs/index.html#security 5.1 chapter. If you are planning to use webmail with big number of users or bigger mailboxes, redesign your email system setup.
