contact your hosting provider and ask to allow setting LC_ variables in PHP scripts. If you can set these variables in PHP scripts, you will have to modify one SquirrelMail script and disable PHP safe mode test. If you don't want to talk with your hosting provider - rewrite all SquirrelMail scripts and replace gettext calls.
