SquirrelMail 1.4.4 ignores $default_charset setting.

Setting was ignored, because it allowed misconfiguration of the interface.
You could select invalid translation + charset combination.

You are not using utf-8 to compose email. See above.

If you want to check utf-8 composing in SquirrelMail 1.4.4, use Russian or
Lithuanian translations or modify functions/i18n.php file or use
custom_charset plugin.

Multibyte header and wrapping issues are fixed only in 1.4.6. There are
some unsolved wrapping issues specific to CJK translations.
