in order to use TLS on IMAP connections you must enable secure IMAP option
_and_ set port. You have only enabled secure IMAP option. Run SquirrelMail
configuration utility (it is called squirrelmail-configure on Debian),
select '2. Server settings' menu option, then select 'A. Update IMAP
settings' and check '5. IMAP Port' and '7. Secure IMAP (TLS)' options.

If port is not set to 993, SquirrelMail tries to use TLS on plain IMAP port.

You can also read UW IMAP documentation (imaprc.txt) and turn off STARTTLS
requirement. Using encryption on localhost does not increase your
connection security.
