Wow, thats kinda of an odd "policy". It seems that it would never allow you to be on the forefront of technology (no innovation?), only using what everyone else has already done. Furthermore, if all governments institutions adhered to this same policy, how would any of them ever find another government to use as a reference? No one could be first, so there would never be a second, third, etc... Just seems self defeating. Blah, ignore my off topic rambling. Its been a weird day for me so far.
