A leader of millions once said, "We teach them correct principals and
let them govern themselves." Then if they breech the policy, they are
come down on hard, and publicly. That solves 99% of the problem without
the labor intensive "big brother" part. But it has to be consistent and
never appear arbitrary.

But, that's not a technologically based answer is it.
