As an end-user and admin myself, answers in order: yes, no, yes.

For the majority if use cases, this is not an issue. It's unusual to need to 
log in with multiple accounts at the same time. This is not a Squirrelmail 
issue per-se (outside of design) but a common restriction in webmail clients 
that I've seen/used.
