A quick thanks to the peopleof this list, it was pretty clear as soon as I put the templates in $SQWEBMAIL_TEMPLATEDIR/en-us it worked.
It may be obvious to people who know but for those of you who don't put your templates in a sub-dir "en-us" of SQWEBMAIL_TEMPLATEDIR.
