The README describes the module functions:

http://git.sip-router.org/cgi-bin/gitweb.cgi?p=sip-router;a=blob;f=modules/ipops/README;h=88f47b478cda33637da1ecae551c2bbdb80ad158;hb=59403946f973194607ef7ea8411f14f3a8be9714

The module has no dependecies on other siprouter modules or external
libraries, so if it's ok for you it could be enabled by default.
Thanks Inaki, the readme file is available now also as html online:

Cheers,
Daniel
