With log_stderror=yes kamailio writes all debug messages to stderr without any problems.
I was wrong in my conclusions
It looks like only the first udp listener has the described problem.
"children" parameter was set to 1 and after it was changed to 5 UDP syslog showed debug messages that were sent by newly added workers.

So the real problem in logging to a syslog from the first UDP worker regardless of interface it bound to (eth0, lo).

Does anybody have any idea what can cause this problem ?
