Hello; any failure situation, it selects carrierfailureroute first ip, and compare it with failed route. if it is the same ip and avoid_failed_destinations is 1 , it resend again the same ip. if gets failed again , next failureroute will be chosen.
every carrier_id ,domain_id ,prefix and flags has own mapping.
