FascistLogging with ssh 1.2.26

I am trying to use FascistLogging  on some servers but am unable
to see a difference in the log file with it set to "yes" vs. "no" (I restarted
the server each time I modified the server config).  I read in the man
pages that this "violates  the  privacy of users" so I assumed it would
log all commands, which is what I want to do on some servers.  I currently
have sshd logging to local3 and have no problems logging 
connects/disconnects.
