It does not _require_ the directory to be sticky. The purpose of
the directory sticky attribute is to create a directory in which
a user can create (and therefore own) new files but is unable to
delete or rename files owned by another user. If the purose is
to prevent the user from making _any_ changes, then do not give
the user any write permissions on the directory and then the
sticky attribute is not relevant.
