No, you're not.

Publickey-authentication has always been implemented in ssh2. The
configuration keyword PublickeyAuthentication, with which you can deny
publickey-authentication from the client (in ssh2_config) hasn't been
implemented, as I haven't seen much use for it. Will be implemented,
though (and is already implemented on the server). The keyword is
unfortunately named.
