Why not ask them? From memory their licensing enquiries address is in the
pgp distribution, though I haven't (yet?) seen it in the ssh stuff. I
e-mailed them a couple of years ago re the situation in this country,
and they sent a prompt and courteous reply telling me that, since it's not
patented here, I my employer didn't have to pay anything.
