1.2.26 sysconfdir bizzare

Hello, all

I am compiling 1.2.27, in hopes of some problems vanishing.  Since I used
the Replay rpms, I wanted to mainain the config.  They have useful files
like your host key in /etc/ssh.

I tried using the options

./configure --prefix=/usr --sysconfdir=/etc/ssh

but in the makefile, etcdir is still set to /etc, and the key files are
still hunted for there.

What am I missing?
