Bear in mind that ttssh is merely an add-on to the TeraTerm terminal
program. It is possible that all the features -- such as the kermit file
transfer -- that work with TerTerm telnet do not work with ttssh.

I use scp for file transfer. There are many ports of it to win32, one such
is available at

ftp://ftp.cs.hut.fi/pub/ssh/contrib/ssh-1.2.14-win32bin.zip

(You have to set HOME and USER environment variables to get it work.)

The other alternative is to use ftp through ssh secure channel.
