No, it's entirely different implementation. SSH2 uses Diffie-Helman and DSS/DSA for 
public key (unless you have the licensed version from Datafellows, then you can use 
RSA), and SSH1 uses RSA.

You'll definitely want to upgrade to 1.2.27.
