The latest versions of both are considered stable, AFAIK.  You should, 
however, apply the patch from the website to ssh2.

ssh2 is more secure and is probably getting more development work ATM (NB: 
wild speculation on my part).  In addition, there is some work ongoing to make 
a GPL version of ssh2 software in order for an IETF standard to be 
implemented.

However, ssh2 has a more restrictive licence, and a shortage of free win32 
clients.  For unix<->unix, I'd recommend ssh2 if you fit into the licence 
restrictions.
