I've just been using the Dtsession*wmStartupCommand: option.

Here's from my .Xdefaults:

Dtsession*wmStartupCommand:     /opt/ssh/bin/ssh-agent /usr/dt/bin/dtwm

The only side effect with this is that the xterms that are re-started 
by CDE from your last session are not under this ssh-agent.  Only 
really annoying if you log out a lot.
