I had sshd listed in /etc/services so I took it out and reconfigured /inetd
and now it works

This means that something else is already bound to the port so SSH can't
start up. The 'ssh -v'
output is typical of a non-SSH daemon on port 22.
You'll have to find out what is taking up port 22, or run sshd on a
different port.
(what happens if you do 'telnet server 22'?)
