Sounds like a permission problem and possibly incorrectly installed GCC.

Were you ever able to compile a C program on these systems?

Does it work if you run configure as root?  If yes, then it's definitely
a permission problem.  Check to make sure that /tmp, /var/tmp have mode
1777.  Also make sure that you have permission to create files in the
directory you are running configure.
