As long as your ssh was setup to forward X you can setup your exceed in passive mode so that the X serve is running but not trying to make a connection itself then you would still need a windows based X client that could make the ssh connection and call xterms from. Another simpler solution is to setup a Linux box or small UNIX machine as a terminal server and setup ssh on that machine. Then use exceed to connect to that box as a host and ssh from there.
