SFTP: No susbsystem defined

Hello.

1. After authentication sftp fails with 
WARNING: Subsystem sftp not defined.

There's line in sshd_config, uncommented
subsystem-sftp        sftp-server

OS: Freebsd 3.4-stable
I couldn't find any info about subsystems in man pages.
Also I couldn't find anything in archive.


2. Is there any free scp or sftp clients for Windows?
