It seems that you have downloaded OpenBSD version rather than portable
version; The portable version has always letter p in the version, e.g.
openssh-2.1.1p1.tar.gz
or
openssh-2.1.1p1-1.src.rpm
You can get portable OpenSSH version from
ftp://ftp.openbsd.org/pub/OpenBSD/OpenSSH/portable/
or mirrors, e.g.
ftp://ftp1.usa.openbsd.org/pub/OpenBSD/OpenSSH/portable/
