I've got a bit of a strange problem using scp.

In one direction - remote to local - RSA works and I have to enter my
passphrase.

In the other direction - local to the remote server - RSA doesn't work;
the error message is that the .ssh directory (on the remote server)
doesn't exist.  It reverts to password authentication.

The relevant keys are in the authorized_keys file on each machine.

If it makes any different the remote server is using AFS.  The installed
ssh version on there is 1.2.26.  I have both 1.2.27 and 2.1.0 locally.
