Try the Cygwin suite: http://sourceware.cygnus.com/cygwin (under GPL). It
consists of a .DLL (cygwin1.dll) that provides an unixish API, and a lot
of software ported on it (gcc, bash, all the usual shell and text tools,
etc.) Things like ssh, rsync, zsh, perl etc compile quite easily on it.
People have even ported XFree to it.

Corinna Vinschen has ported OpenSSH to cygwin. The precompiled package is
available at 
ftp://ftp.franken.de/pub/win32/develop/gnuwin32/cygwin/porters/Vinschen_Corinna/V1.1.1

It has 1.5 and 2.0 protocol support, working ssh, sshd and scp. Based on
my experience, it works very well.

It should be better alternative than the Sergey Ophapkin's older
ssh-1.2.27 port.
