I know of four public archives:
http://marc.theaimsgroup.com/?l=secure-shell&r=1&w=2
(aka http://www.progressive-comp.com/Lists/?l=secure-shell&r=1&w=2)
goes all the way back to 1994-10-11, but has a rather clumsy and
slow Web-based access mechanism.
ftp://ftp.celestial.com/pub/mailing-lists/*/ssh has a list archive by month,
covering 1996-09 through 1999-09. To read or search most of the
list's history quickly, this is your best bet.
http://www.egroups.com/list/ssh/ has another Web-based list archive,
covering 1996-12 to the present. There's a search mechanism.
http://www.cs.hut.fi/ssh-archive/ has always carried only the most recent
posts.
