I get this problem with only one of three systems, so it can't be my client
software.
I know I am using the right password, but still receive this error: any
other ideas?

I had exactly the same problem with the Windows SSH client.
My solution was to download and install OpenSSH (recompiled
from SRC.RPM due to difference in RPM version!)
